To limit vapour generation and the possible spread of fire, facilities should also allow for the removal of liquids
from the systems. Normally operating product withdrawal systems are considered superior and more effective for
removing liquids from a unit, compared with separate liquid pulldown systems. Liquid hold-up required for normal
plant operations, including refrigerants or solvents, can be effective in keeping the vessel wall cool and does not
necessarily require systems for its removal. Provisions may be made either to insulate the vessel's vapour space
and apply external water for cooling or to depressure the vessel using a vapour depressuring system.
