관련해서 몇가지 생각해야 할 점이 있습니다.

1. 초기 단계에서 normal opening을 70%잡으시는 것은 다소 공격적으로 보입니다. 별 문제가 없다면 50%로 다소 보수적으로 하시는 것이 좋을 듯 하구요. 70%로 잡아야 할 이유가 있다면 CV datasheet에 이 부분을 꼭 명시하셔야 하겠습니다.

2. Outlet flow 빼줄 것이냐의 문제인데요. Turn-down operation시에도 문제가 발생할 수 있으므로 50%만 고려하거나, 아예 고려치 않는 것도 한 방법이겠습니다.

3. Bypass Valve가 열리는 것도 고려할 것이냐의 문제인데요. API 521에 따르면 고려하는 게 맞습니다.
The potential for the bypass valve to be inadvertently opened (e.g. during normal operations, control valve
maintenance, start-up, shutdown, or special operations) while the control valve is operating (both bypass and control
valve wide open) should also be considered unless administrative controls are in place. If the pressure resulting from
the opening of the bypass valve can exceed the corrected hydrotest pressure (see 3.1.22 and 4.2.2), reliance on
administrative controls as the sole means to prevent overpressure might not be appropriate.
다만 개인적으로 이것은 좀 과하다고 생각합니다. API 위 문장에서도 "might"라는 표현을 썼으므로 반드시 적용할 필요는 없다고 해석할 수 있겠습니다.
